MR M'LEOD IN THE WAIRARAPA. [Per United Press Association.] CARTERTON, October 3. Tho Hon. Mr Leod opened his election campaign in the Wairarapa at Carterton last night. There was a largo attendance. The Minister of Lands defended tho Government against charges of extravagance and wastefulness. Ho challenged his opponents to come out into tho open and disapprove of any past expenditure. Ho instanced the progress made in reading, settlement, housing, telephone facilities, and the settlement of soldiers on tho land. Expenditure on these had been big, hut was fully justified. Regarding fusion, Mr M'Leod said lie still held to his policy that he would bo no party to a bargain between tho two parties without the consent of tho people. If his party were returned and found that it could not command***!! working majority, ho would willingly drop his Ministerial position, and would assist in negotiations for the establishment of a sound and stable Government if the will of tho people pointed in that direction. Referring to the shipping strike, Mr M'Leod said that the Government was doing the best it could to reach a settlement.
