GRAND FLEET MANOEUVRES .RESPONSE TO AMERICA. TOKIO, August IR. Tho Navy Office announces that the first of the Japanese high sea grand manoeuvres will be held from October 4 to October 16, between the mainland and tho Bonin Islands, in which tho bulk of tho lleet of fifty warships will participate. Tho first squadron, with a rendezvous at tho Bonin Islands, will attack Ise Bay, which the second squadron will defend. Eighty hydroplanes will participate. Tho Press in announcing the manoeuvres intimates that they are being held in response to the cruise of the American Aeoty
