UNIVERSITY COUNCIL

MONTHLY MEETING. The monthly meeting of the University Council was hold yesterday, when there wore present the Chancellor (Dr Cameron), Dr Marshall Macdonald, Dr J. Fitzgerald, Dr W. D. Benham, Messrs L. T). Ritchie, J. Wallace, James Rennie, W. J. Morrell, J. A. Moore, J. W. Scurr, and Sir Undo Ferguson. CORRESPONDENCE. Professor Bell wrote expressing the urgency of the appointment of additional assistance for tho teaching of mathematics. —Referred to tho Finance Committee. Tho board advisod that it had appointed Professors Bonham, Elder, Inglis, Pickerill, Thompson, Mr Reid, and the chairman to confer with the council’s committee regarding University reform. The Prime MinisU • advised that gifts to tho Museum were not subject to subsidy, and that the matter of gifts in connection .with Logan Park was being considered by the Education Department.— Received. The Director of the Victoria and Albert Museum wrote that it had been decided to present a greenstone mere to the museum. —The gift to be acknowledged with thanks. Miss F. M. Allan wrote stating that the Girls’ High School Jubilee Association proposed to hand to tho council £215 to found a scholarship, subject to tho Government subsidy being also supplied.— Referred to the Professorial Board for consideration. NEW DENTAL BILL. The Vioo-Chancellor (Mr T.. K. Sidey, M.P.) forwarded copies of tho Dentists’ Amendment Bill, the Masseurs’ Registration Amendment, and tho Medical Practitioners’ Amendment. The Chancellor said that tho council’s attitude in regard to the first-named Bill would depend on the stand taken by tho Dental Association, which was at present in conference. The extraordinary thing was that examinations were to be taken out of the hands of experts and placed in tho bonds of the Minister of Health. If notessary he could appoint Mr Sidey and Di> Pickerill to appear in protest. On the suggestion of Mr Morrell, tho Chancellor was authorised to take steps to protest if necessary.

The principal clauses o£ the report were as under: “ The committee considered the disposal of the gift from the National Electric Company, given for the purchase of electrical equipment for the Home Science School, and also considered the disposal of the subsidy thereon.”—lt was resolved that Professor Strong be asked to hand in a list of apparatus required, and that application bo made for the subsidy. “The committee considered arrangements to be made in connection with the leave of absence for one year granted to Mr Hinton, and it was resolved that a* Committee consisting of the chairman and the Chancellor should confer with Dr Jack and re p or t._The sub-committee bad conferred with Dr Jack, and recommends that Mr R. R. Nimmo be appointed for the year at £SOO as substitute to Mr Hinton, his salary to commence as from February, 1925, and to cense on January, 1926, and i that during this period his tenure of tho : Sraeaton Scholarship be suspended; that Miss Blnckio be paid an additional £25 for j the year.” “ The committee considered arrangements ! to be made, concerning the leave of absence granted to bliss 0. H. M. Cloy, and had , before it the following report from the Home Science Committee“ That tho Finance Committee be recommended (a) I to allow bliss Gloy salary until February j 28, 1925, and that the leave grante_d by I the council bo from March 1, 1925, to i February 28, 1926; (b) also that Professor 1 Strong and the chairman be asked to lay } before the committee proposals for filling I the position temporarily.’—lt was resolved j to agree to danse (a). With regard to I clause (b), it was resolved, after hearing 'Professor Strong and the chairman, that j two assistants be appointed temporarily in I bliss Clloy’s place, the positions to be advertised at £2CO and £ICO respectively for the year, and that the chairman of tho Home Science Committee and the registrar confer with regard to advertising the positions.” “ In view of the fact tha t Miss Osborn, dental nurse-attendant, had tendered her resignation ns from the end of July, the committee, on the recommendation of Dr Pickerill, appointed, bliss E. I. Robertson to the vacancy at the same salary as I Miss Osborn had been receiving.” “The council is recommended not to agree to a proposal for the establishment ! of a class in Spanish, as recommended 1 by the Professorial Board on July 10.” "Dr Fitzgerald objected to the clause mentioned immediately above, and moved that the matter bo reconsidered. ! Dr Macdonald seconded the amendment, which was lost. The report was then adopted. | WORKS REPORT, j Tho Works Committee’s report was adopted. I The main clauses were as follow: I “ The committee considered a letter from the hon. secretary of the Memorial Walk Committee, dated July 11, in which the committee was asked to agree to tho construction of the first part of n memorial walk.—lt was resolved to agree to this request, and that the arrangements be . made between Mr Anscombe, architect, 1 and Professor Waters." I “ The committee considered a letter from j Mr Anscorabe, dated July 12, pointing out j the urgency of erecting the Leith walls to j allow of spoil being deposited.—lt was re- ! solved to refer this matter to the chair- ■ man and architect, with power to act.” “Messrs Mason and Wales forwarded a. tender from Messrs Donald Stuart, Ltd., of £96 3s 9d for covering the flat portion of the roof of the Medical School with hot I tloatino flooded on. —It was resolved to recommend the council to accept this quotation,” “The Works and Finance Committees jointly considered what action should be taken in regard to adapting the rooms in tho anatomy and physiology departments for their new uses, and consideration as to the disposal of the physiology department.—lt was finally resolved that the chairman of the Works Committee and the chairman of the Finance Committee, the Chancellor, and Mr Stephens should confer with the professors concerned and report.” “The committee received intimation that the Faculty of Arts and Science recommended that the whole of the accommodation in the anatomy department, together' with the physiology store room, was re- ' quired for the extension of the chemistry department, and that tho whole of tho : physiology department, less store room, .was necessary for tho requirements of the geology department: that the present chemistry lecture room be devoted to tho use of the professors of education and English; and that Dr Malcolm’s retiring room be used as Professor Lawson’s retiring room. Dr Beuhanx pointed out the inadequacy of tho present biology department, and stressed the necessity of a new building for his subject, apart from the Museum.” An amendment by Mr Ritchie, seconded by Mr Wallace, that other offers be obtained in regard to work on the roof at the Medical School was lost. Mr Ritchie gave notice of motion for tho ; next meeting that the clause be rescinded, j Dr Macdonald pointed out that the work j would not be held up for a month. He suggested that a special meeting be held.

The Registrar of the Victoria College Council wrote stating that his council had further considered the position of professors on the Teachers'Superannuation Fund, and advised Hint-the council had set up a committee to confer with delegates from the other three, colleges, with a view to further approaching the Minister on the question. The Chancellor and Mr L. D. Ritchie were appointed to make a selection of delegates. Dr Cameron, Mr Sidey, and Dr Jack were appointed the delegates.
