The new regulations governing the promotion and conduct of art moons, which will operate from to-day, provide that the sellers of tickets shall lake the name and address of every* purchaser of a ticket, and prohibit persons under the age- of seventeen from purchasing or selling tickets or part impaling in any capacity in connection with art unions.
