A mandate has been issued appointing the new Ministry as follows; —Sun-Pan-chi, Prime Minister; Dr Wellington Eoo, Minister of Foreign Affairs; Wang-Eh-min. Minister of Finance; Cheng-Ken. Minister of the Interior; Wu-Yu-ling, Minister of Communications; Wang-Cbun-huai, Minister of Justice; General LuChin, Minister of War; Admiral Li-Ting-hsin. Minister of the Navy; Wu-Yen. Minister of Agriculture and Commerce; and Yan Ynan-lim, Minister of Education, The mandate accepts the resignation of General Chang Shno-tseng, whose term as Prime Minister had not technically been previously terminated.—Reuter. CONFERENCE. WASHINGTON. January 13. Mr Hughes refused to comment regarding Dr Sun Yat-sen’s proposal for a factional conference. It is understood, however. that there is little chance that the United States will consent to initiate such a conference, especially since it does not recognise the South China Republic.
