M. Poincare, in tho Chamber, denied that Franco had ever sought such a guarantee or pact from Britain as would involve Conscription in that country. He only asked for tho re-establishment of agreements which existed before the war. M. Clarissa! interjected; “ If those agreements had been published perhaps there would have been no war.”

M. Poincare: “You are right. I wrote myself to tho King of England asking that those agreements should be made known. What wo want is for the General Staffs of both countries to reach an agreement defining clearly what help might be expected from each.
