"THE RAISER'S" MOVEMENTS
SECRET VISITS TO GERMANY. [From Our. London Correspondent.] March B. I hear that the activity displayed by Ludendorff and other German Monarchists is causing some uneasiness to the Dutch Government. The ex-Kaiser’s presence at Doom lias always been rather an embarrassment to Queen Wilhehnina and hti Ministers, and they recognise rather acutely now the odium they would incur if the ox-Emperor were to cross the frontier and put his fortunes once more to the test at Potsdam. Their anxiety on this score is not lessened hv the private knowledge they hold that \V ilhelm has already on more'than one occasion visited Germany in disguise. Not so long ago he was seen and recognised in Hamburg.
