TEACHERS’ GRADING

APPEALS AGAINST CLASSIFICATION. Teachers who are dissatisfied with their position on the dominion grading list of teachers whinJi now forms the basis of promotion have the right of appeal. Appeals are heard by a board consisting of a chairman, who is not an officer of the department, a representative elected by the teachers, and a representative nominated by-the department. In the classification of the present year 4,521 teachers were graded in the nine education districts. Statistics of a varied character show that the standard of marking in the various districts is uniform as far as can reasonably be expected. Tho small number of appeals heard shows that the teachers are on the whole satisfied with the fairness of the grading. Of the 4,621 teachers graded, only 162 lodged protests against their grading. Of these two were informal and seventy-seven were withdrawn as the result of extensions by the department. Therefore, only eighty-ihree appeals had to ba heard by the board. This represents 1.8 per cent, of the total number of teachers 1 graded. Of the appeals heard, twenty-nine were allowed, and the teacher’s position on the grading list was in each case improved. The remaning fifty-three were disallowed. It is a tribute to the system and to the skill with which the inspectors carry out their duties under the system that only .6 per cent, of teachers could show before the board 'that their grading was incorrect. It may be mentioned that each year the number of appeals is smaller, and the whole system as now in smooth working order.
