GERMANY'S PROTESTS.
BERLN, August 15. (Received August 14, at 10 a.m.)
The German Note to Franco expresses the opinion that the proposed French measures regarding clearing-house payments cannot be based on the Versailles Treaty or on the supplementary agreement.. Moreover, it is not supported 1 by international law. The Note declares that France’s resort to coercive without awaiting .the payment date violates the existing treaties and constitutes a grave injustice, and seggests that the matter should be submitted to international arbitration if Franco persists in her attitude. A second Note strongly protests against the expulsions from Alsace and Lorraine, t declares that the amount of money allowed the deportees was so small as to leave them beggars in the streets. —Reuter.
