Senator Underwood, following on the announcement of the United States plans' for dealing with enemy alien property, introduced .a Bill'for the immediate settlement of American claims from German property. Mr Hughes, in a letter to Senator son, pointed out that this measure would embarrass the Administration in dealing with the claims. Mr Hughes said the Administration strongly favored a mixed Commission, including German representatives, and expressed the hope that no policy of confiscation would bo adopted until there should bo a failure of negotiations. Meanwhile, he declared that gratifying progress had been made towards framing a treaty with Germany concerning the disposition of property. —A. and N.Z. Cable,
