CHANG CAUSING TROUBLE,

Tho British Government protested to the Chinese Foreign Office ovgi the condition of the Pcking-Mukden Railway, Chang Tso-Lin having retained a considerable, portion of tho rolling stock and having seriously interfered with (he service. Chang has entrenched himself near Shan Haikwan, ready to resist any attempt to recapture the seized railway property. Peking is not receiving any revenue from tho operation of the railway, the rollingstock of which is vapidly depreciating. Chang has ordered the Governors of tho Manchurian provinces to make no remittances of revenues to Peking.—A. and N.Z. Cable.
