LONDON, March 20. Sir W. L. Allardyce, ex-Govemor of Tasmania, has arrived. lie said that Tasmania was a land of great opportunities, but needed population. A great handicap was the high cost of labor for clearing heavily-timbered land awaiting development.' This would cost so much that the value of the land was swallowed up in the cost of the cleaving.
