NEW YORK, March 16,
A despatch from Tokio states that Baron Kato, in a speech in the House of Peers, declared that the Government did not propose any material increase in the present programme ,of building submarines and auxiliary craft. The Government was willing to reduce military expenditure as low as possible.—-A. and N.Z. Cable.
