M'Cullough lias, issued » circular letter to unions defining his position in regard to the seat on the Arbitration Bench. The letter stales that ho lias not gone back on his determination not to sit again with the present members of the court. He proposed to retain tho position, if permitted, until tho Christmas vacation or such earlier date as may bo arranged. This would enable tho deputy member to sit, and the court to function, and would allow also of a candidate being recommended for election during tho vacation, fie considered it neither honorable nor desirable for him to retain the position for any longer period than would enable the trade unions to nominate his successor with whatever unanimity may be possible.
