SILESIAN PROBLEM.

LONDON, October 13. (Received October 14, at 1.15 p.m.) An authoritative opinion in London is that the decision of the League of Nations regarding Upper Silesia is very fair. Germany and Poland will bo expected to accept it in absolute loyalty, and the Supremo Council will not be affected in the slightest by any attempt by either party to obtain modifications. Tho French Press is pleased with the decision, and declares that the excitement in Germany will probably dio down when tho Germans reflect that they are rebelling, not against tho decisions of France, but against tho sentence of a world tribunal. —Reuter. BERLIN, October 13. (Received October 14, at 1.15 p.m.) Many Germans are preparing to flee from Upper" Silesia, fearing Polish attacks.— Reuter. (Received October 14, at 1.30 p.m.) The view’s in responsible circles over Silesia aro calmer. The Cannot is awaiting official nows before taking a drastic step.’ 1 Vorwaerts ’ takes a common-sense view. While admitting that excitement in Germany is justifiable, and that it is true that Germany's ability to meet tho reparation obligations is still further reduced by the Silesian dicision, ‘ Vorwaerts ’ points oi.l that any suggestion to follow Russia’s examolo of a repudiation of her obligations would bo disastrous to tho nation politically and economically. Tho Treaty of Versailles stipulated for the surrender of tho whole of‘Upper Silesia; but the Republic’s effort had saved a portion of it. The Bavarian Democratic Party has issued a manifesto refusing to accept the Silesian decision, and asking tho other parties to accept this standpoint.—A. and N.Z. Cable.
