STRESSING JAPAN’S DESIRE FOR PEACE. LONDON, October 13. (Received October 14, at noon.) At tho International Economic Conference at Caxton Hall, in discussing tho reduction of arm amenta, the Japanese representatives said that though Japan war. blamed for being the mast militaristic country in tho world disarmament would bo more welcomed there than by any other nation, for the reason that Japan is spending nearly half of her revenue on armaments. Unless every nation became democratic and the workers wore effectively represented any world conference or League of Nations could _ have no farreaching and truly Bottling effect on world conditions.—' Times.’
