NKW YORK, December 15. i.;o Chicago ■ inbune's' Tokio correspondent says that it is understood that Japan is making plans for the adoption of the 150-million-dollar Naval Budget and for the reorganisation of her army. LOANS TO CHINA. AMERICAN PENETRATION. PEKING, December 14. Mr Bruce, president of the Pacific Development Corporaton, has issued a statement declaring: "We have loaned China five and a-half million dollars, secured by the surplus Tevenue derived from the taxes on wine and tobacco. .We contemplate additional loans, on condition that the Chinese Government appoint an American associate inspector. The general loan has not any political significance; we are only devoting our energies to develop American trade in the Orient. The Pacific Development Corporation have no connection with any international financial group. We hope to develop a market for Chinese securities in America."
