The final results of the municipal elections dn 28 London Boroughs show that tho Reformers control 14 borough councils, Labor controls 14, and the Progressives control one. The Reformers won 556 seats Labor 557, the Progressives 130, and others 39. PARIS LACKS FUEL. - PARIS, November 4. Paris is suffering from a terrible coal shortage.
