Some 45 deleg-at.es attended the annual conference of the Otago branch of the Ntw Zealand Educational Institute, held this morning at the King Edward Technical ColMr C. M'Kinncn (the president) gave a very intErening paper on ' A Review of Our Primary Educational System,' for which he was accorded a hearty vote of thanks. The first remit, moved by Miss Kalston, and carried, was: " That it ho a recommendation to the conference that the representation of non-official members of the committee of management _be: For Duiiedin sub-branch six members, Waitati two, BruceClutha two, Lawrence one, Otago Central one." THE GRADING SCHEME. Mr A. \Y. Tyndall (Middlemarch) moved—"That the teachers' grading scheme imposes a handicap on initiative and originality, and is therefore inimical to progress of educational ideals and methods." Mr Tyndall said it was putting a fence round individual opinion, and leading in the direction of barbed-wire bureaucracy. After discussion the motion was put, but. only, two supported it,
