(Received March 18, at 9.25 a.m.) Tho ‘ Daily Mail’s ’ Dublin correspondent says that tho present position in Ireland calls for the immediate establishment of some effective system of selfgovernment. The situation has steadily grown worse since the armistice, and rebellion was the only talk heard. Tho release of Sinn Fein internees inflamed popular passion, and had become the starting point of a new and furious agitatioff for the release oi more serious offenders. The whole country is industrially stagnant. Everywhere there is Labor unrest, threatening further big strikes, with demands which no employers can concede. Another session of the Republican Parliament is pending, at which the released members will bo present, and this is likely to cause serious trouble for the British authorities.
