LEAGUE OF NATIONS.
WASHINGTON March 11. Senator Borah will submit a Bill to the Senate providing for a natnnnl referendum vote on the ratification of the League of Nations constitution, when the time for final action on the part of the United States arrives. NEW YORK, March 12. The 'New York Herald's' Washinffton correspondent interviewed Mr W. J. Bryan (a former Secretarv of State), who stated that the League of Nations i-> the creator! step- towards peace for a. thousand rears. It cannot be expected that so great an instrument can be perfected in a short time. Certain amendments should be made in order to strengthen the League.
