COPENHAGEN, August 24. (Received August 26, at 1.10 p.m.) G-ermany'e reply to Spain declares that the latter's seizure of German shipping in Spanish ports might sever the <Tood relations existing. Germany is ready to consider limiting her torpedoings to outside the danger zone, but cannot give any guarantee on that point or treat Spain in an exceptional way.
