LONDON, January 8. A National Conference of shop stewards, held at Manchester, representing the Gngineers and shipbuilding workers" declined to accept any agreement regarding tho man-power proposals that may be reached between the trade unions and the Government. Tho conference demanded that the Government should accept the Russian invi* tation to discuss the question of peace.
