AMSTERDAM, January 9. A Vienna telegram states that there' is an open conflict between tho Austrian and Hungarian Governments, owing to Hungary's proposal to create an independent Hungarian army. The Austrian Government, having - conferred with tho Emperor, decided against tho proposal.
