A "TEST CASE."
LONDON, November 2. Dr Dillon, -writing from Rome, states ■that circumstances have made Rumania the pivot of the- European campaign. It is dangerous to argue that the loss of territory is advantageous to the Allies so Jong as the Rumanian army remains- intact. He considers that the magnificent stand on the Predeal front encourages the hope of further great achievements. Unless General Falkenbayn reaches the Rumanian' plains before the winter fully sets in his enterprise must fail. The invasion of Rumania is an enormous attraction to the Kaiser, as it would mean a German victory over all the Allies. Marshal Von Hindenburg is likely to continue his efforts, regardless of cost, and no sacrifices the Allies make can be too cootlv to frustrate his object.
