>r -* EMPLOYMENT AT FORMER OCCUTAo TJONS. ARBITRATION ACT SUSPENSION EXPLAINED. (Per United Press Association.) AUCKLAND, February 28. Explaining tho Order in Council sus. pending the Arbitration Act preventing the employment of returned soldiers, the Prime Minister said the Order applies only to those soldiers incapable of efficu■htly working, at their previous occupations by reason of disablement contracted during military sea-vice. It'provides for all applications for permits to be made to tho inspector of factories who, after making inquiries as to their fitness and ability for such employment, and after giving tho union who are bound by the award or industrial agreement reasonable opportunity of expressing their views upon the application, may in writing issue to the discharged soldiers permits to be employed in the industry for such term, at such rates, wages, and upon! such other conditions as the inspector thinks fit. It was th-j bounden duty of tho State to seo that disabled men are as far as possible afforded all assistance- to enable them 10 earn, (heir living in the occupations bes' suited to their circumstances and phveioE condition.
