POSTAL AND TELEGRAPHIC INCREASES COME INTO O~PERATION THIS WEEK. [From Our Parliamentary Keporter.] WELLINGTON, September 20. Increases in postal and telegraphic charges come into operation this week—probably an Order-in-Council will be gazetted to-morrow. Postage will carry one halfpenny surcharge on all letters, rhe minimum cost of telegrams will be mcreased from 6d to Bd. The rates for Press telegrams will be increased by per cent. The Government hope to submit their Taxing Bill this week, giving effect to the war taxation proposals as outlined in Sir Joseph Ward's Budget. The taxing measure was finally considered by Cabinet to-day. It is generally anticipated that the original proposals will be modified in the direction of an increase in the duty on beer and a decrease in the tax on mineral oils. 'Hip House will deal to-night with Ministerial replies to questions—futile buomess, asa rule—and local Bills. The Session, which has not been notable _ for economic procedure and policy, is expected to finish in three weeks. " • ■
