ST. KILDA COUNCIL

The fortnightly meeting of the St. Kilda Council was held lasi evening, and attended by the Mayor (Air W. T. Al’Farlane), Crs Harris, Jlellycr, Scnrr, Dove, Allan, Edgar, and Sutherland. The Secretary of the Dunedin Drainage Board wrote complaining that street detritus was finding its way into the hoard's mud tanks.—Received. The Public Trustee wrote intimating that interest on sinking funds had been increased.—Received. J. W. Judd - wrote stating that * a nuisance was being created next to his residence.—lt was decided to communicate with the Health Officer on the matter. —Reports.— The Finance Committee reported that 1 he. bank balances were as follow:—-Dis-trict fund account (dr), £5.095 Is 2d; special loan account No. 2 (or), £332 Us 6d ; No. 3 (cr), £3,475 16s 3d ; drainage and sewerage account, (cr), £8 3s Bd. The Works C'ommitee reported on the following matters;— Wafer lying on Victoria road between Queen's Drive and Royal crescent: Recommend that a 4m drain be put in from Victoria road to Royal Crescent ditch, a .mud tank put in the lowest part of the channel, and the channel then properly graded to the mud tank; estimated cost, £9.—Footpath, Gourley j-troet-; Recommend that a footpath be formed on the east side of Gourley street, whit surplus spoil from footpaths being permanently formed.-—Scott street : Recommend that Scott street be repaired.—Plan of Mr P. Herbert’s subdivision of lots 3 and 4, block 16. Musselburgh, showing private way serving two houses; recommend that this plan be passed by the council on the ns'; a I understanding in connection with the private way being giver, by' the owners.—The report. was adopted. The Inspector reported, in connection with the complaint regarding water lying in Victoria read between Queen's Drive and Royal crescent, as follows:—A 4in drain will have to be laid in Victoria street to the open ditch in Royal crescent, north side, a distance of about three chairs, and connected with a. mud tank put in at the lowest part of the channel. The channel will then have to be properlygraded to the mud tank. The road in its present state is too low, and will have, to he raised from the tram line to the channel with rotten rock covered with IT in metal, and well rolled. The estimated cost- of tide work is £34 10s. If the drain only is put in, the estimated cost is £9. I would suggest that the diain be gone on with at once, and the grading of the road left over until funds are available.— Adopted. —Waterworks Extension —-

Coustin reported as follows in connection with the water supply for Tapper's subdivision :—AH the' allotments have a frontage to either quarry or FerLUisson street, and I do not think the council need concern themselves further titan to lay the mains with usual house services, i-o building line in those streets. There is at present r„ 3iu main in Fergttfison street as far as Gourley street, and if this were extended to Quarry street to the termination of the deep end it would all he work already allocated for under the loan proposal. It would he an advantage if the owners of lots 1 and 2 were allowed to have on© service pipe to serve the two allotments, and the same remark applies to lots 3 and 4. ’The material reqqjred ’« 15 chains of main, three valves, and. three hydrants. I think it might be got in New Zealand, although not- obtainable in Dunedin at the present time. I propose, when the council have decided whether sin or 4in mains are to Ite used for waterworks extension, to import all necessary pipes and fittings, as the work of laving must of necessity be carried out piecemeal, a-ud the pipes can be obtained at a lower rate in one lot than by purchasing in small lots as required. 'The Mist of the work contemplated for lapper’s subdivision will be £l3O, exclusive of house services, which should only he inserted when location of houses is known. The report was referred to the Works Com mi tee. . lit another report the engineer_ asked for the council's instructions regarding the size- of pipe to bp employed on the ■water Slipplv extension in Musselburgh. This matter was also referred to the AVater Committee. —Loan Works. — The report of the Works Committee contained the following clause : Air B. B. Couston's letter recommending that a foreman be put on for loan works at 12s per day. and that a day-labor squad, he organised to undertake minor works, and, if necessary, to take up also any work for which ”no tenders are forthcoming: Your committee recommend that the engineer be allowed to put on a foreman at 12s per day to go on with, the metalling of Begg and Eskvale streets and supervise any other loan works at present in hand. A”our committee have appointed a .subcommittee consisting of the Mayor, de-puty-mayor, and town -clerk, to consult with the engineer with reference tn appointing a day-labor squad to go on with loan works during summer months.

Cr Scnrr seconded the. amendment. If seemed to him that it was absurd tn put a. .man on at such a salary. It looked very much as if a job was being created for a man. Cr Harris said that the engineer was strongly of opinion that- he could not get another man like him. The council had had many instances where they had not been able to get a good man. Taking all things into consideration, the committee thought that it was the best way out of the difficulty. The amendment was carried by 5 votes to 3. Crs Harris and Allan asked that their names be . recorded against the amendment. . • Tho Engineer submitted a report on the position of the various contracts in progress under the loan proposal works. In conclusion he stated that- he understood there was sufficient money available out of the £2,000 voted to see these works through, but then there would be a complete stoppage unless a further vide were authorised. —General. ■ The Finance Committee reported that Cr Hellyer had been, appointed chairmatv of the committee, vice Afr S. B. AlacDonald (resigned). Cr Hellyer was appointed to represent the council on the Technical .School Board of Al-anagers. vice Ur Harris (resigned). The captain of the Fire Brigade was appointed inspector of buildings, in accordance with section 30 of the Alnnicipal Corporations Act.
