Senator Simmonds has drawn up a compromise amendment on the tolls question, which is likely to receive considerable Republican support. The amendment provides that the passage of the Tolls Bill shall not be held as a waiver or relinquishment of any right the United States may ha.ve with Great Britain under the treaty ratified in November, 1901, or otherwise to exempt United States vessels or citizens from payment of tails, or waiving, or impairing the United States' right under the said treaty*with respect to her sovereignty over the canal
It is expected that the final vote on the measure will now be reached on Monday.
