ST. KILDA BOROUGH COUNCIL

The fortnightly meeting of the St. Hilda Borough Council, held last evening, was attended by Mr W. T. M’Ferlane (Mayor), Or* Harris, Hellyer, Scnrr, Dove, Alien, Abbott, Edgar, Thompson, and Sutherland. —Correspondence.— The Otago Agricultural and Pastoral ' Society wrote asking the council to favorably consider the question of tha remission of the rates on Tahuna Park. Under tho present rating system adopted by the council, the society’s rates had been enormously Increased.—Referred, to the Finance Committee for a report. The Minister of Defence wrote stating that the council’s application for additional police protection for the borough had been referred to tho Commissioner of Police for a report.—Received. A letter was received from W. Broadfoot asking for a footpath to his property in Bay View road.—This matter was referred to the Mayor and the town clerk, with power to act. The Town Clerk, Dunedin, in reply to the council’s letter regarding the erection of electric poles, wrote stating that the matter would have the City Council’s future attention.—Received.

—Reports of Committees.— The Works, Water, and Lighting Committee reported having dealt with correspondence as follows Letter from Mrs Yates asking the council to form a footpath along the south side of Victoria road, from Queen’s Drive to Tahuna Park. —The committee had no recommendation to make. Letter from Town Clerk, Dunedin, stating that a standard survey mark on the Bay View road, the survey being made at the joint cost of tho Government and the City Council, had been removed by the St. Kilda contractors while constructing the kerbing and channelling in that street, and that the cost of renewing the survey mark would bo debited to this council.—The committee recommended that the council disclaim any liability in connection with this .matter, as they had never been notified of the existence or the position of this survey mark by either the Government or the City Council, and that in future, wheu the City Council wish to put survey marks in the borough, their council would be glad to be notified of the fact before the work was put in hand. Letter from J. E. "White and others asking the council to have permanent work done to the footpath and channelling in Grove street, as at present the footpath is in a very bad condition.—The committee recommended that the footpath be temporarily repaired, and that Mr White be? informed that the permanent work would be done at the earliest opportunity. Regarding Mrs Harvey’s application for a track to her house in Forbury crescent, as owing to the open ditch no footpath could be formed, and the only way of access to her property was along the road, which was at present in a very bad state of repair, the committee reported that -they had instructed the inspector to have a narrow track formed at the side of the street, outside the present ditch, as a temporary expedient, until the Drainage Board ditch could be filled in and a footpath formed,—The report was adopted. The Finance Committee reported that the state of the various borough accounts was as_ follows; District fund account (dr), £5,815 11s 9d; special loan account, No. 2 (cr), £350 11s lid; special loan account, No. 3 (cr), £4,109 10s lOd ; drainage and sewerage account (cr), £147 Is 10d.-—Adopted. —General.— Reporting on the condition of Bay View road, the Mayor said it was in such a very bad state that immediate action would have to be taken to have it attended to. He objected to the formation of the road by the council, and then that it should be disturbed afterwards by house connections. He did not think there was anything for it, however, but to put the street in order. He moved: “That tenders be called for the road formation.” —Several councillors expressed the opinion that people should be compelled to connect with the drainage before the road was formed. — The report was adopted. Cr Dove drew attention to the deposits of offensive matter on a section in Moreau street, to the destruction of concrete channels by contractors for new houses and the incorrect levels worked on bv the contractor.for the new Driver street channels, and to the want of lights on holes for mud tanks in Driver street.—Referring to the Driver street matter, Cr Thompson said the work was still in the contractor’s hands, and had not been passed by the engineer. A resolution was passed authorising the imposition of a 10 per cent, penalty on all rates not paid before May 20.
