THE UNSAVORY CAILLAUX RETURNED. Press Association—By Telegraph—Copyright. PARIS, April 27. The General Election has begun. There ara 3,000 candidates for 602 seate. The election resolves itself into a struggle between the Chilians clique and M. Briand’s newly-formed federation. The chief issues are the three years’ service law, Income Tax, and electoral reform. M. Caillaux, who had to leave the Ministry, and the Premier (M. Barthou) have been re-elected. NO CHANGE SO FAR. PARIS, April 27. (Received April 28, at 9.15 a.m.) The election returns for 545 seats are now available. They show but little change. Two hundred and twenty-five second ballots are necessary. The electorate has approved the Military Service Extension Act
