NEW YORK, March 4.
President Wilson will personally address "Congress on the Panama tolls question on Thursuay-, when he will advocate a reversal of the previous decision of Congress on the ground that it is imperative for the United States to preserve the treaties honorably entered into. WASHINGTON, March 4. (Received March 5. at 1.15 p.m.) * To-morrow President Wilson will send a personal message to a joint- sitting of the two Houses of Congress asking it to repeal the exemption of American shipping from tolls.
