CAPE TOWN, March 4. (Received March 5, at 8.55 a.m.)
Professor S. Chapman, of Manchester, who last September was- appointed chairman of a Commission by Lord Gladstone to inquire into questions of wages, working hours, cost of living, etc., in the mining centres, recommends the appointment of a Commissioner to administer industrial legislation, also conciliation boards and voluntary registration of trade unions under the regulations of the Shop Horn's and Factories Act.
