LONDON, March 3.

It ie authoritatively stated in the lobbies that Mc Asquith's proposals are for vesting. .extensive control in Ulster, with the option of withdrawal at the end of a certain ceriod.

Members of .all parties express the opinion that in June the Chief Secretary for Ireland (Mr Birrell) will reintroduce the Home Rule Bill.

There was no discussion to-day. It is expected that some weeks will elapse after Mr' r Asquith's statement on Monday in order to permit the proposals to be digested. Mr A. H. Pagei's (U.) censure motion has been dropped. The Union Defence League have taken up an appeal against Home Rule, and are distributing a memorial throughout the United Kingdom for signature.
