Sir G. R. Askwith’s report, on the Dublin strikes recommends the appointment of a Conciliation Committee, composed of masters and men. He condemns sympathetic strikes, but declares that the documents the workers were asked ■ to sign, binding them not to join the Transport Union, interfered with their individual liberty.
