GERMANY'S FINANCIAL TROUBLES
SHORTAGE OP GOLD,

BERLIN, August 19. The shortage of gold is assuming a serious aspect.- The Government are increasing their reserves in readiness for a possible war or an economic crisis, and have instructed 'all departments to retain all gold, and pay out with paper money.
