Harcourt said that the "Colonial Office was considering regulations to prevent retiring Governors and other colonial officials from becoming directors or employees in companies operating in the State* which they had just left, unless the new Governor gives his permission for such appointments. These regulations, Mr Harcourt subsequently explained, would not apply to the self-governing States, but to Crown Colonies and Protectorates.
