In the House of Commons Mr Asquith's motion allotting seven days for the report stage of the Home Rule Bill in addition to yesterday's sitting was carried. A new clause determining the treatment of the Irish Unionists was added. The debate on Major James Hope's amendment to provide for the suspension of the Irish Executive in war time or national emergency was adjourned. The Belfast division of the United Irish League has issued a manifesto repudiating the right of the Irish Unionist members of the House of Commons to speak for the people of Ulster. Ths manifesto declares that exclusion would be disastrous to the trade of Ulster. DEFEATED BY 129. LONDON, January 1. (Received January 2, at 8 a.m.) Major Hope's amendment was defeated by 288 to 159. The Attorney-General (Sir R. Isaacs? said that, every legitimate safeguard had been adopted to protect Great Britain in time oE war.
