MR TAFT WARNS MEXICO

WASHINGTON, December 20. (Received December 21, at 0.45 p.m.) Mr Taft has despatched another ultimatum to Mexico warning President Madero of the danger of not protecting Americans. It is recognised, according to the State Department, that the time for intervention has come.
The conditions at San Domingo are reported as improved.
