(Received August 24, at 10.5 a.m.) The dock laborers bave given notice of a resolution at the Newport Congress instructing the Parliamentary Committee to secure the. amalgamation.- or federation of the various unions in the same industry, but inviting the congress to repudiate Syndicalism.
