CONCESSIONS TO ALBANIA. Press Association—By Telegraph—Copyright. CONSTANTINOPLE, August 23. The general situation is reported to be easier. Alid Hamish Bey succeeds Hilrai I'asha as Minister of Justice. The Government have granted the bulk of the Albanian demands, including educational freedom, the recognition of the Albanian language in the schools, the organisation of the communes, and a general amnesty; but they declined to impeach the Hakki Bey or Said Bey Cabinets. THE MALISSORI ENTER THE FRAY. WITH SERIOUS RESULTS. CONSTANTINOPLE, August 23. (Received August 24, at 9.45 a.m.) Four hundred Malissori, led by their priests, attacked Durazzo, but were repulsed, with a loss nf 30 killed and 70 wounded. Six of the defenders were killed.
