A Turkish officer who was conversing at a military club attributed the murder of Zekki Bey (editor of n newspaper) on July 12 to the Committee of Union, and throatenod to give public utterance to his views. His brother officers thereupon killed him. Two other officers were also assassinated. APPEASING ALBANIA. CONSTANTINOPLE, August 3. The Porte has agreed to an amnesty for the Malias-ori who participated in the Albanian revolt. There, will also bo a remission of taxes for two years, the establishment cf schools wherein the Albanian language will be taught, compensation for damaged houses, and grants of money and food to assist them through the winter.
