The umpire in the arbitration proceedings between the Waitara Borough Council and the Mephan-Ferguson Steel Pipe Companv, concerning the iatter's claim of £1,257 for extra work in the borough, reticulation, has decided that the borough should pay £298, the costs of the arbitration (£128) to Iks bome equally by tho two parties. Local business men aro aggrieved by the action of the Underwriters' Association in refusing to reduce the insurance rates in the business area, which are still tho same as before the introduction of a highpressure water supply and the establishment of a fire brigade. The underwriters aa-e to be petitioned to reconsider their decision, and, failing a favorable reply, the State Fire Office will be approached direct. ROTORUA, August 4.
