[Pes United Press Association.] WAITARA, August 4. The umpire in the arbitration proceedings between the Waitara Borough Council and the Mephan-Ferguson Steel Pipe Companv, concerning the iatter's claim of £1,257 for extra work in the borough, reticulation, has decided that the borough should pay £298, the costs of the arbitration (£128) to Iks bome equally by tho two parties. Local business men aro aggrieved by the action of the Underwriters' Association in refusing to reduce the insurance rates in the business area, which are still tho same as before the introduction of a highpressure water supply and the establishment of a fire brigade. The underwriters aa-e to be petitioned to reconsider their decision, and, failing a favorable reply, the State Fire Office will be approached direct. ROTORUA, August 4. For some years past the Waikato natives have been collecting money to send Home one of their leading chiefs, Tupu Taingakawa. to appeal to the King with respect to their confiscated landf. According to the Treaty of Waitangithey consider this illegal. They have collected sufficient money, but before setting out Tupu wont to Wellington to interview Me/sre Bell and Skerrett (solicitors), who advised him to postpone his visit to England until the caee of the Rotorua hike owners is settled. As a result of the vjrat of Tupu to Rctorua, tho case of the Arawas against the Government for possession of Lake Rotorua will shortly bo ventilated in court..
