(Received August 4, at 2.45 p.m.) America, Great Britain, and Franco -will sign a joint declaration to settle all disputes without resort to arms. PORT AU PRINCE (Haiti), August 3. The country is without a President or Government, and the city is occupied by two rival revolutionary parties. Forty persons were killed during the rioting.
