TO THE EDITOR. Sir, —I was amused to see your paragraph of 29th on the aspirants for this office. To my mind, the member who is entitled for firSt consideration is Mr William Belcher. Hie connection with the Board is the longest with the exception of tho previous chairman. He has undoubted ability, is possessed of a good grasp of harbor matters, and he had the majority of votes at the reuont election. You may say that from past events ho might bo too light-able. I may say I huvo worked with Mr Belcher, and although in many things 1 disagree with him 1 have a keen appreciation of his fairness and impartiality, his disinterested way of dealing with any subject under discussion, and his whole-hearted support of anything for the good of tho port as a whole. From what I know of hirn, I feol certain that Mr Belcher in the chair and Mr Belcher with a majority against him would be two different persons. I therefore think, as a matter of right as well as ■ an act of courtesy, that Mr Belcher should be offered the portion. In tho event of his refusing the honor, Mr Loudoa should come next, both on account of his bcir.j, next to Mr Belcher in tho number of vote,, recorded in his favor and from his pasi record as Mayor of Dunedin and chairman of other important bodies.—l -■ : etc., Obskkvkr.
