Mr Taft, in his Message to Congress, welcomes reciprocity with Canada, stating that a closer trade eornecfcioti with the Dominion will prove beneficial to tho United States. The necessity for the establishment of American banks in fore'gn countries is emphasised, whilst the new tariff law, which enables the Republic to deal discriminately with tho tariffs imposed by foreign countries, is praised as favorable to tho country's commerce. The failure to fortify the Pwjima Canal, he declares, leaves (lie Republic powerless against a desperate enemy. Commander Peary's polar achievement is recommended to the recognition of Congress.
