I FAREWELL TO DELEGATES. UNION THROUGH FREEDOM. Tress Association—By Telegraph—Copyright CAPE TOWN, December 7. There was an influential attendance at the farewell banquet given by tho Chamber of Oommcrre to Mr Fisher and MrFowlds. Mr Fisher, responding to tho toast of his health, commended South Africa's unitary Constitution, but her trado arrangements, he thought, would not help closer union. Ho dwelt on the urgency of Australian defence, and paid a tribute to South Africa's earnestness to niako the Union successful. Mr Fowlds suggested the possibility of a great southern confederation with, a single naval plan. Mr 'Burton (Minister of Native Affairs) said that if the Empire could bo knitted by artificial bonds it would be through an interchange of visits. Tho keynote of the speeches was closer rnion through freedom. When pacing Capo Town the Duke of Coniiaught sent by wireless nicfsage Christmas greetings to the citizens.
