(Received December 6, at 9.5 a.m.) The Army and Navy Boards have been transformed into Ministries preparatory to the, issuing, of a Constitution. Tho Cabinet has approved a reduction in poppy cultivation, which heretofore represented 25 per cent, of the Customs revenue. By a large majority tho National Assembly recommended tho total extinction of poppy cultivation and the interprovincial trade in opium within short periods. Tho Government, however, consider it impossible summarily to suppress the trade in opium.
