The- Commissioner left by a special train bearing a white Hag. By secret advances via El Paso the insurgents were able, to attack Chihuahua. AX ULTIMATUM, NOT AN OLIYE BRANCH. NEW YORK, December 4. (Received December 5, at 8.5 a.m.) Troops have been despatched from Chihuahua to subdue the insurgents, who have taken refuge in the mountains. The peace envoys are believed to bo carrying an ultimatum instead of an olivo branch. It has just been disclosed that the Government troops were defeated on Tuesday last at Han Andres. Vhe revolutionists held the village, and drave oil' the Government troops. The United States Government have refused a haven in San Francisco to Madero, the Mexican revolutionary leader.
