It is understood that tho Government will invito an Overseas Postmasters-General Imperial Conference to discuss the question of cheap telegraphy. Tho ‘Morning Post’ says it is easily demonstrable that universal penny cables would rec-4t in an enormous loss, therefore ordinary citizens may ask why they should bo called on to contribute to, pay the loss of a service that is practically of no value to them. These benefiting from ocean telegraphy should pay for tho convenience, but any conceivable relief to cable users must be of a more modest kind tlian a reduction to a penny a. word.
